Overview
The Material Management Department is responsible for securing all of the equipment, materials and services necessary to support railroad operations, including maintenance and capital projects. Our employees develop new sources of material, negotiate with suppliers and service providers, perform life cycle analysis, arrange timely deliveries, regulate inventory, team up with research & test and other NS departments on special projects, and dispose of surplus or obsolete material.
We are divided into the following functional areas:

Purchasing Policy
It is the policy of Norfolk Southern Corporation to purchase equipment, material and services at the lowest overall cost, consistent with accepted standards for quality and services and taking into account necessary value-added features. The Material Management Department is responsible for procuring equipment, material and services and is jointly responsible with the customer department for implementing this Policy.
The customer department, the Research and Tests Department, and Material Management collaborate as necessary to develop and approve all standards and specifications used in procurement. They confer in making cost-effective decisions on whether to make, buy, lease or repair necessary equipment and material. Material Management negotiates procurement and schedules delivery of equipment, material and services in consultation with the customer department. All information that may affect procurement negotiations or the relationship between the Corporation and its suppliers is to be maintained in the strictest confidence by the customer department and Material Management.
Diversified Business Enterprise Policy
The Corporation gives all qualified suppliers an opportunity to supply equipment, material and services to meet its requirements; and, gives various disadvantaged groups, including small, minority-owned, women-owned and labor surplus area business concerns, the maximum opportunity to participate in meeting our requirements consistent with the objectives of this Policy.

Gifts & Entertainment Policy
Gifts of nominal value and ordinary social amenities are acceptable. As a general rule, we do not receive gifts from suppliers or other parties seeking to do business with Norfolk Southern, unless the gift has a nominal value or such offer or acceptance is determined to be in NS' best interest. Gifts of nominal value include such things as promotional items with a value clearly less than $100 per year from a single organization.
Ordinary business entertainment, such as meals or refreshments, if their value and frequency is not excessive and if they are related to the business relationship, so long as both the person offering and the person accepting the hospitality are present at the event. Cash or cash equivalents such as a gift card are never an acceptable gift to or from a customer, supplier, or other party doing or seeking to do business with Norfolk Southern.
