Requirements for Moving a Dead-In-Tow Locomotive on Norfolk Southern Corp

Norfolk Southern has adopted specific procedures and requirements for shipping locomotives. These apply to customers and short line railroads, alike. Each of these requirements must be met to satisfy the safe handling requirements for movement of locomotives.

1) Umler Registration

UMLER registration can be obtained by contacting umler@railinc.com or calling (919) 651 5038.

2) Reporting marks

Locomotive must be properly stenciled with visible alphabetic and numeric reporting marks as registered in UMLER.

3) AEI Tags

Locomotive must be equipped with properly programmed, working AEI Tags. Note: UMLER, Reporting Marks, and AEI tags must match to be accepted for movement.

4) Revenue billing or bill of lading tendered.

Documentation must include all information necessary for waybilling, delivery of unit and protection of revenue. A valid NS credit account or prepayment of all charges prior to movement is required.

5) Credit

Credit may be applied for and/or established at www.nscorp.com under the Customers section by selecting "Billing and Paymentr". Wire transfers are handled thru NS CYO Administrative Team at tncyoadm@nscorp.com. Contact numbers are (404) 589 6107 or (404) 589 6108.

6) Mechanical Inspections

If the locomotive(s) can be safely inspected within 50 miles or less total round trip mileage from the nearest NS Mechanical Department location having a qualified inspector available the inspection will be done without charge. If the unit does not pass the initial inspection (or exceeds 50 miles roundtrip as stated) charges will assessed in accordance with NS 8002-A, Item 6275 for each inspection.

Proper written authority is required for the inspection request including the party responsible for payment.

The unit(s) should be in compliance with all federal and other requirements prior to ordering an inspection. General inspection items are locomotive model, type/class, gear ratio, number of trucks and axles, spacing of axles and truck centers, type of bearings, journal and wheel size, type of draft gear, stop blocks (required for non-alignment control draft gear), handbrakes, air brakes and piped straight air, working AEI tags with corresponding reporting marks stenciled on the locomotive and UMLER registration.

The locomotive must not be working and in a position accessible for NS Mechanical forces to safely inspect the unit. Clear information must be provided concerning its location.

If NS is not the origin carrier the locomotive must be delivered in interchange at a manned interchange point for inspection prior to forwarding on Norfolk Southern. Locomotives moving dead-in-tow must not be tendered to Norfolk Southern Corp. at any blind interchange point, including trackage or haulage service, or in run-thru trains from other carriers.

All inspections are subject to the availability of qualified Norfolk Southern Mechanical Department personnel during regularly scheduled hours. Inspections may be ordered thru Norfolk Southern Mechanical Operations Center at (404) 582 6700, or fax (404) 582 6666.

7) Charges

Charges will be as provided in NSRQ 4900 which is based upon NS miles. Rule 11 will apply with other carriers protecting their charges in addition to NSRQ 4900. (Note: NS 8001-A Switching and Absorption does not apply to locomotives.)

A rate may be obtained thru Government, Machinery and Dimensional Shipments, using the Dimensional Shipment Clearance and Rate Request Form. Questions concerning rates for dead-in-tow locomotives should be directed to kerpatrick.lewis@nscorp.com or 757-823-5438.

If there are speed restrictions, special requirements, friction bearings, or any other condition(s) affecting operating requirements while on Norfolk Southern Corp. special train charges may apply in addition to the freight rate published in NSRQ 4900 and any other applicable charges.

Locomotives not in full compliance with all regulatory and Norfolk Southern Corporation requirements, including but not limited to mechanical inspection, proper billing, valid credit account, or prepayment of all charges, will not be transported.

8) Additional Notations Regarding Freight Charges

  • Fuel surcharge to apply in addition to this rate [www.nscorp.com~doing business~fuel price news].
  • Rates do not include idlers, caboose, extra mechanical inspection(s), or “special train service.”
  • Accessorial charges are billed separately and in addition to this rate.
  • The rate requirements for any other rail carriers (other than NS) or Short line not indicated above will be in addition to this rate.
  • Shipper must have a NS credit account or pre-pay shipments by wire-transfer.
  • Rates are pending NS Clearance Bureau shipment approval and subject to change accordingly.
    • Rate quotes are valid within thirty (30) days of offer.
    • Rate offered at maximum carrier liability of $10,000 per shipment.
    • *Greater liability coverage is available; rates subject to change accordingly.
