Private Equipment Tools
- All private railcars other than tank cars will be handled in accordance with Supplement 11 to
Tariff RIC 6007-N (see Item 540). Please note effective September 2, 2008 Item 540 of Tariff RIC 6007-N is: In the absence of lessee information in UMLER (Universal Language Equipment Register), charges will be assessed against the car owner.
- The handling of empty tank cars will be governed in accordance with
Tariff RIC 6007-N (see Item 190)
- Rules and charges for handling privately owned railcars from and to repair, storage or clean out facilities will be governed by
NS 8002-A (see Item 3000)
- Prior to the acceptance of privately owned railcars for loading by customers on NS lines, the railcar owner or controlling entity must submit an OT-5 application request to NS via the Railinc OT-5 registration system**. To access the OT-5 registration system a user must be registered through Railinc SSO.
To test for NS approval before decisions are made on sending new railcars over NS or prior to completion of new equipment usage agreements, the OT-5 application submitter can submit a pre-authorization application request to NS via the Railinc OT-5 registration system.
Termination of authority can be the result of any of the following:
A. Achievement of expiration date of lease between Lessee and Car Owner.
B. AAR restricted at interchange in accordance with subject Railcar(s) age limit set forth by the Association of American Railroads.
C. Railcar(s) determined unsafe for movement per Norfolk Southern Mechanical Department.

*Exception – Empty Private railcars accepted at interchange for loading, and consigned to an industry open to reciprocal switching at the same interchange in accordance with
NS 8001-A will not be governed by Tariff RIC 6007 series, unless the car is subsequently released empty without loading.
**Note – The granting of OT-5 authority by Norfolk Southern does not circumvent Tariff RIC 6007-M-6 Item 540-A. Rejection of OT-5 authority for movement on NS can be due to the result of lack of adequate Industry storage capacity, deemed unsafe for movement by NS Mechanical Department, or both.
