Public tariff announcement for NS 9328

Dear Norfolk Southern TBT Customer:

Norfolk Southern constantly monitors business conditions and trends across our network and adapts our policy to respond appropriately. Effective February 1, 2020 NS is suspending charges that result from Bulk Transfer Tariff NS 9328-P, Rule 140, paragraph A3, for exceeding the maximum car spots associated with Track Occupancy Charges (TOC). This suspension will continue until at least June 30, 2020 or until such time as you receive a minimum of 30 days’ notification of reinstatement. All other TOC charges not attributable to Rule 140, paragraph A3, will remain in effect. In the near future, NS representatives from Marketing and Sales will contact our TBT customers individually to discuss how this suspension and future reimplementation of this item will affect billing going forward.

We encourage our customers to use our TBT facilities and closely monitor their car inventory pipelines to ensure terminal fluidity and to avoid additional charges due to diversion. Norfolk Southern vigilantly monitors network fluidity to provide the highest quality of service to our valued customers.
