Norfolk Southern regularly makes capital investments in an effort to increase intermodal capacity, implement new technology, improve service, and maintain and expand the NS network. From 2006-2011, NS made a capital investment of just under $7 billion, with a record $2.223 billion in 2011 alone.
In 2011, NS budgeted for the following investments:

- Lease Replacements – $334 million
- Facilities & Terminals – $244 million
- Locomotives – $212 million
- Positive Train Control – $146 million
- Freight Cars – $155 million
- Technology – $98 million
- Infrastructure – $79 million
- Other Projects – $194 million
