The PA SHPO commented on the draft HBRA Report on December 4, 2019. The final HBRA Report was submitted to consulting parties on January 28, 2020. The review period extended to February 28, 2020. The PA SHPO commented on the final HBRA Report on February 24, 2020.

Resolution of Adverse Effects—Merchant Street Bridge Project
Measures to minimize and mitigate adverse effects on historic properties were discussed at Consulting Party Meetings #2 and #3. The PA SHPO commented on October 20, 2020 to clarify its prior comments on the assessment of effects and to provide input on minimization and mitigation efforts to resolve adverse effects on historic properties. On December 14, 2020, the PA SHPO provided clarification on the roles of PennDOT and the PA SHPO in the Pennsylvania History Code review process and to provide additional input on minimization and mitigation efforts to resolve adverse effects on historic properties.
